Gujarat was the first state to initiate a legal framework for Public Private Partnership model in infrastructure development in 1995 and was was soon given the statutory status by enacting the Gujarat Infrastructure Development (GID) Act 1999.

Spread over a campus area of 45 acres and housing 13 exhibition halls, the HEC is one of India’s largest exhibition centres and the largest in Gujarat.
